FCC STARTS RULEMAKING PROCESS TO BLOCK UNWANTED TEXT MESSAGES
- Given the increasing number of complaints and the greater risks that texts pose compared with robocalls, the Federal Communications Commission has started the rulemaking process to crack down on illegal and fraudulent texts.
- The FCC is seeking comments on whether it should follow authentication protocols like STIR/SHAKEN and what to do about messages that are blocked erroneously, among other questions it posed.

MINN. REGULATOR FINES DEBT BUYER FOR OPERATING WITHOUT LICENSE
- The Minnesota Department of Commerce assessed a $5,000 fine — but stayed $4,000 of it — for a debt buyer that purchased 178 accounts in Minnesota without a collection agency license.
- The stayed portion of the fine will be vacated in two years if the debt buyer does not violate any other laws.
